Derby and Derbyshire Minerals Local Plan - supplementary call for sand and gravel sites (spring 2026)

What this consultation is about

The main purpose of this supplementary consultation stage is to invite suggestions for potential sand and gravel sites across Derbyshire.

The Derby and Derbyshire Minerals Local Plan is currently in an examination period, which involved a hearing into the draft plan in May 2025. Since then, we have continued to assess comments raised by the Planning Inspectorate at the hearing. This has involved undertaking a capacity assessment on the amount of mineral resources that are allocated in the draft plan.

Paragraph 227 of the National Planning Policy Framework (NPPF) outlines that a landbank of 7 years should be maintained for sand and gravel. The work undertaken by us on the capacity assessment has concluded that additional sites for sand and gravel are likely to be required over the plan period.

This supplementary consultation therefore seeks suggestions from operators and landowners on potential additional sand and gravel sites. The criteria checklist outlines areas of information that the councils need to consider any sites. Without sufficient information, a site will not be subject to assessment and/or considered for inclusion in the plan as an allocation.

Any interested party should respond by 5pm on 7 May 2026 by sending a completed copy of the criteria checklist to:

All sites nominated within the timeframe will be subject to assessment to identify whether they are suitable for development and meet the specified requirements within the plan area. All sites that are progressed will be part of a wider public consultation to be undertaken in summer 2026.

This supplementary consultation seeks suggestions from operators and landowners on potential additional sand and gravel sites. This criteria checklist outlines areas of information that the councils need to consider any sites. Without sufficient information, a site will not be subject to assessment and/or considered for inclusion in the plan as an allocation.

Site location plan: a plan identifying the exact boundaries of the site must be attached (nominations cannot be accepted without an exact site location plan):

  • site name
  • address and postcode
  • grid reference for the site
  • size of site
  • Is the proposal a new site, or an extension/redevelopment of an existing site? If the latter, what is the name of the existing site?
  • Is the landowner aware and supportive of the proposal? Yes or no? If yes, a letter will be required from the landowner confirming this.
  • Please provide details of who to contact regarding the answers on this form.
  • Are you aware of any planning history on the site, for example previous planning permission local plan allocation etc?
  • What is the current land use of the site?
  • Do you have an idea of the estimated amount of sand and gravel reserve at the site?
  • Has there been any survey work undertaking regarding the presence, quality and viability of the sand and gravel resource?
  • Do you have an estimated annual output?
  • Do you have an estimated duration of the site operations?
  • Has consideration been given to the proposed restoration and after use?
  • Are you aware of any constraints on the land?
  • What are the anticipated sales/end uses of the sand and gravel from the site (in terms of categories set out in the East Midlands Aggregate Working Party annual survey

The categories set out in the East Midlands Aggregate Working Party annual survey include:

(A) Aggregate

Sand (excluding material for construction fill):

(i) Sand produced for asphalt
(ii) Building or mortar sand
(iii) Concreting sand (sharp sand)

Gravel (excluding material for construction fill):

(iv) Coating with bituminous binder (on or off site)
(v) Concrete aggregate (including gravel/sand mixes)
(vi) Other screened and graded gravels for other aggregate purposes

Sand, gravel and hoggin:

(vii) Other purposes, including constructional fill

(B) Non-aggregate

Sand:

(i) Foundry purposes
(ii) Glass manufacture
(iii) Other industrial uses
