Corporate Property 2020

In September 2019 our Cabinet agreed a new way for us to deliver our property services. This followed a review by consultants Ernst Young which had been undertaken in January 2019.


The review of Corporate Property is being undertaken as part of our enterprising council approach. We need to transform our property service so that it's fit for purpose and can deliver financial savings. This means we need to change the way we deliver services.

Since we started our review, we have successfully completed many changes.

We have created 3 joint venture companies with other organisations to help us deliver property services, we also have a new organisation structure within Corporate Property and we are leading on the property changes within the Modern Ways of Working programme.

In May 2020 we created PSP (Derbyshire) Limited, to review, develop and renew our property and land assets.  In May 2021 this joint venture changed its name to ‘Develop Renew', reflecting its wider role supporting regeneration across Derbyshire.

In September 2020, we created 'Concertus Derbyshire Limited' to provide design services for the capital projects that we deliver. At the same time, we created 'Vertas Derbyshire Limited' to provide caretaking and cleaning services to schools and our other buildings. 

In November 2020 Vertas also took over responsibility for our grounds maintenance service. Both Concertus and Vertas are already now winning new work from other organisations in the East Midlands.

As we make these changes to how we deliver services we are now able to transform how we use our office buildings.  The Modern Ways of Working programme is about ensuring that we have the right buildings in the right place to support services; responding to the climate change agenda, and maximising value for money, income and savings.

We are continuing to review other areas of work in Corporate Property and as these changes happen, we will have briefings for those employees directly affected and hold regular meetings with the trade unions. We will also have regular updates in our Corporate Property newsletter.
