Financial assessment

If you've been asked to complete a financial assessment because you've recently started to receive adult social care support, you'll need to submit details via our Access Community Gateway (ACG) online portal.


Request a financial assessment

Examples of evidence you'll need to provide

Evidence of income / benefits / pensions (state, personal and work)

Wage slips, letters from the Department for Work and Pensions (DWP), statement from pension company showing amount paid and how often.

Evidence of capital, savings and investments

At least 6 months of bank and building society statements, or a passbook for all accounts that show the name(s) on the account, individual transactions, balance, and date of balance. The statements must show the balance in the account on the date that the care service started.

Certificates of stocks and shareholdings, savings bonds, details of trust funds, national savings certificates must be provided.

Evidence of property or land owned

Mortgage statement, any information about equity release or trust documents, the address or location of the property and its value, details of any other properties owned or partly owned.

Evidence of tenancy

To include name and address of landlord, amount of rent paid and frequency.

Requesting a financial assessment for yourself

Stage 1 - registration

When you request a financial assessmentclick on the 'Sign up' button in the 'Register for an account here' box. Complete the details and 'sign up'.

You'll receive an email within a few minutes asking you to confirm your email address. Once this is done you can go back into the portal, click on 'User Registration for my Online Account', complete the details required and 'Submit'.

Within 2 working days you'll get an email confirming that your account has been set up.

Stage 2 - financial assessment

Sign in to the ACG system and 'Start Financial Assessment'. Complete all the individual sections, remembering to upload verifying documents and 'Submit'.

You'll receive notification from us within the portal if we require more information, or when your assessment has been completed.

Requesting a financial assessment on behalf of someone else

Stage 1 - registration

When you request a financial assessmentclick on the 'Sign Up' button in the 'Register for an account here' box. Complete the details for yourself and 'Sign up'.

You'll receive an email within a few minutes asking you to confirm your email address. Once this is done you can go back into the portal, click on 'User Registration for my Online Account', complete the details required for yourself and 'Submit'.

Within 2 working days you'll get an email confirming that your account has been set up.

Stage 2 - requesting proxy access (your request to act on behalf of someone else)

Sign in to the ACG system and click on 'Select a Change Request' and then 'Requesting Proxy Access'. Complete all the individual sections (section 1 with your details, and section 2 with the details of the person who you want to act on behalf of) and 'Submit'.

Within 2 working days you will get an email confirming that the proxy has been set up.

Proxy access usually requires evidential support, such as a Power of Attorney. You'll be prompted to upload any supporting documentation or provide other details that may support your request.

Select a profile once proxy set up

Once proxy has been set up and you sign back in to the ACG portal, you must select the profile of the person you wish to submit a financial assessment for.

Click on the drop-down arrow at the side of your name, and then on 'Select Profile' choose the person you are completing the form for.

Stage 3 - financial assessment

Click on 'Start Financial Assessment'. Complete all the individual sections, with the details of the person who you want to act on behalf of remembering to upload verifying documents and 'Submit'.

You'll receive notification from us within the portal if we require more information, or when your assessment has been completed.

Financial assessments started before 4 May 2025

If you started your financial assessment before 4 May 2025 using our BetterOff System, this is no longer available.

Any information that was not submitted to us by 4 May 2025 will be lost.

You'll need to request a financial assessment using the new system.
