Infrastructure planning

Derbyshire will change and grow over the next 20 years. To ensure that strategic infrastructure to support this growth is prioritised and delivered in a coordinated and timely manner, a Derbyshire Infrastructure Investment Plan is being prepared. We have also developed a Developer Contributions Protocol.


The original Derbyshire Infrastructure Plan and Developer Contributions Protocol was approved by Cabinet in 2012 and refreshed in 2013 with the commitment to review these documents every three years. As work on the respective Local Plans of Derbyshire’s city, district and borough councils and the Peak District National Park Authority has advanced, these documents have been reviewed.

The Derbyshire Infrastructure Plan 2013 (DIP), attached to this page, sets out our communities' current and future needs and spending priorities for infrastructure and service delivery. It should be used by our departments, local planning authorities and the development industry to inform local policy and strategy, funding bids, spending priorities and decisions on future investment.

The DIP will, however, will be replaced in the near future by the Derbyshire Infrastructure Investment Plan (DIIP) which is a revised approach to presenting the priority projects required to support growth within Derbyshire. As the information is geographical the DIIP will be presented as a live digital mapping resource and supported by a commentary document which will include a list of priority projects to support the local plan process and provide a basis for investment planning and funding bids.

Developer Contributions Protocol

Developer contributions (Section 106 Planning Obligations) can be used to help mitigate the potential negative impacts of new development and minimise any loss or damage to services and facilities and environmental resources.

The Developer Contributions Protocol is a guidance tool for use by developers and local planning authorities. It sets out our expectations for contributions towards infrastructure and services required to support growth and development in Derbyshire.

We expect developers to contribute towards mitigating the impact of their development but we acknowledge that developer contributions can't fund everything. The need for contributions will therefore be assessed on a case by case basis, using the protocol as a starting point.

Our Developer Contributions Protocol relates only to county level services and infrastructure. It does not cover contributions which may be sought separately by local planning authorities for local infrastructure such as affordable housing or open space.
