What this consultation is about

This consultation is to consider a proposal to close Glossop Household Waste Recycling Centre. The consultation also asks for views on a range of alternative cost-saving options, including proposals that impact all of the household waste recycling centres in Derbyshire, however, no decisions on implementing these proposals will be made without a further consultation exercise.

Reason for the consultation

These options are being considered to help save money and help the council to set a balanced budget which it is legally required to do. This doesn't mean that any one proposal will be adopted, but it's important that we consider all possible approaches.

Closing Glossop Household Waste Recycling Centre would save £360,000 a year. This saving relates to the fixed operating costs for the site, which are payable regardless of how many people use it and how much waste it collects.

Why Glossop Household Waste Recycling Centre is being considered for closure

Glossop Household Waste Recycling Centre is being considered for closure primarily because it would make the necessary savings. In addition to this:

  • it collects the lowest volume of waste and recyclables – 3,800 tonnes per year – compared to our other 8 household waste recycling centres (the total amount collected across all sites per year is around 70,000 tonnes)
  • it receives the least amount of visits – 65,700 a year compared to more than a million across all 9 sites
  • it needs substantial investment to make sure it continues to comply with safety regulations if it is to remain open
  • most users visit the site infrequently with around 62% of all vehicles recorded over a 12-month period making a single visit and a further 25% visiting just 2 or 3 times
  • many users live outside Derbyshire – 13% of visits are from vehicles which have been registered to use the site. As users must live in Derbyshire to register, this – together with Automatic Number Plate Recognition cameras at the site – suggests a significant proportion of users could be travelling to the site from outside the county and do not pay Council Tax here

This consultation is aimed at all residents of Derbyshire and includes options that affect all household waste recycling centres in Derbyshire. But the focus is on the options that relate to the centre in Glossop and the primary aim of this consultation is to get the views of residents in Glossop and the High Peak who would be most directly impacted if the centre closed. No decisions regarding other centres will be made as a result of this consultation, but it's necessary that all alternatives to closing the Glossop site are reviewed.

Fly-tipping

All available evidence - both national and local - consistently shows no clear link between changes to household waste recycling centre services and an increase in fly-tipping.

The available evidence suggests that most illegal dumping is caused by rogue traders, organised operators, and individuals acting opportunistically, rather than law‑abiding residents responding to changes to their local household waste recycling centre. But we want to know local people’s views about fly-tipping risks and will consider all comments and evidence as part of the consultation.

Results

Once the deadline for responses has passed all responses will be analysed and a report submitted to cabinet. This is expected to be in autumn 2026. This report will be considered alongside an equalities impact assessment and financial appraisal, with any cabinet decision on the proposals for Glossop household waste recycling centre expected to be made in late 2026.
