What safeguarding is

Safeguarding means protecting a person’s right to live in safety, free from abuse and neglect.

In Derbyshire, this applies to both adults with care and support needs, and children who may be at risk of harm.

For adults, safeguarding involves:

  • preventing harm before it happens.
  • responding to concerns about abuse or neglect.
  • working with our partners like the police, NHS, and community services to protect vulnerable individuals.

For children, safeguarding involves:

  • promoting welfare and ensuring safe environments.
  • taking action when a child is at risk of significant harm.
  • supporting families to reduce risks and improve outcomes.

Signs of abuse or neglect

Abuse can take many forms, and signs may vary depending on the individual and situation. Common types and indicators include:

  • Physical abuse: unexplained injuries, bruises, burns, or fearfulness.
  • Emotional and psychological abuse: withdrawal, anxiety, low self-esteem, or fear of certain people.
  • Sexual abuse: inappropriate sexual behaviour or knowledge, physical discomfort, or secrecy.
  • Neglect: poor hygiene, malnutrition, untreated medical issues, or unsafe living conditions.
  • Financial abuse: sudden loss of money, unpaid bills, or unusual banking activity.
  • Self-neglect: extreme lack of self-care, hoarding, or living in unsanitary conditions.
  • Modern slavery: signs of control, lack of freedom, or being forced to work against one’s will.

How to report a concern

If you're worried about someone being abused or neglected, you should report it. You don't need to be certain - just concerned.

  • In an emergency: Call 999.
  • Non-emergency police: Call 101.
  • Adults at risk: Contact Call Derbyshire at 01629 533190 (available 24/7).
  • Children at risk: Also call Call Derbyshire at 01629 533190 and choose the child protection option.
  • You can report anonymously, and interpreters or BSL services are available if needed.

What happens after you report

Once a concern is reported a social worker or safeguarding professional will assess the situation.

The person at risk may be contacted and offered support.

If the concern is serious, a safeguarding enquiry may be initiated under the Care Act 2014 (for adults) or Section 47 of the Children Act 1989 (for children).

The person reporting will be kept informed where appropriate, and confidentiality will be respected.

The goal is always to protect the individual, involve them in decisions, and work with other agencies to ensure safety.
