Early years entitlement funding contracting process

Find out how to provide and claim for early entitlement funded places.


To provide and claim for early entitlement funded places, providers must agree to and abide by the terms and conditions set out in our provider agreement, which is based on the government's statutory guidance. The list contains some but not all the requirements providers must implement.

Providers must agree to:

  • submit funding claims within given deadlines via an online portal
  • deliver the early years entitlements consistently and flexibly
  • ensure invoices are clear, transparent, and itemised
  • comply with all relevant legislation

Contracts for new providers are issued termly. So if you're interested in delivering funded places, it's important that the relevant forms and documentation are completed, signed, and returned to us within the given timescales. This allows us to complete the contracting process in readiness for your setting to deliver funded places from the following term.

To become an early years provider, contact the early years team:

An early years officer will contact you to discuss the early years entitlements and email the provider agreement and a funding contract application form to you.

Complete and return the funding application form after reading the provider agreement.

Once your application has been received, processed, additional information obtained and checks completed, you'll be notified that the contracting process is complete and the date from which your setting can deliver funded places. You'll also be given secure access to the online portal for the submission of funding claims.
