“Mrs Ball has existing vehicle and pedestrian access to the front of her property from George Road. The rights that have been considered by the court relate specifically to vehicle access across council-owned land to the rear gate of her property.
“The council has consistently accepted that Mrs Ball has access rights over its land. The council would have preferred to formally record those rights directly with the land registry at nominal cost rather than via a legal hearing. As the respondent, the council has been required to participate in that legal process and cannot bring it to an end independently.
“Following the judge's initial findings, the council has carried out the work needed to create a protected route to Mrs Ball's rear gate, based on plans submitted by her legal representatives.
“Concrete blocks have been installed, which will enable vehicular access to Mrs Ball while preventing fly-tipping and racing and other antisocial activities elsewhere on the site.
“Temporary blocks remain at the car park entrance while we await the final judgment and confirm that the arrangements fully reflect it. They do not prevent pedestrian access and will be removed from the entrance once this process is complete.
“The work cost £7,700 including the installation of the concrete blocks used to protect the site, grassed areas and trees from unauthorised vehicle access and damage. The blocks can be reused on future council construction and development projects.
“The council has no current plans to sell the land and intends to retain it for its own use. Our intention has never been to cause Mrs Ball distress, and we hope the matter can be resolved as soon as possible once the court issues its final judgment.”
