Matlock's County Hall, also known as Smedley’s Hydro, is a Grade II listed landmark with significant historical importance. The building has served as our headquarters for many years and remains one of the authority’s most recognisable and important assets.
Overlooking the historic spa town of Matlock - the gateway to the Peak District National Park - Smedley’s Hydro has received planning permission to deliver a modern council workplace with commercial space, new homes, a hotel and community spaces that will attract visitors and investment into the region.
The planning approval by Derbyshire Dales District Council is the first step in turning this vision into a reality. A once in a generation opportunity to invest in Matlock and deliver long-lasting benefits for Derbyshire’s community, businesses and visitors, the project will create new jobs, attract private investment, open up opportunities for local businesses and suppliers and help address Matlock’s housing land supply shortfall.
Expected to add £66 million to Matlock’s economy and £145 million across Derbyshire, it will create 100 permanent jobs in addition to more than 800 construction jobs and apprenticeships in hospitality, construction and heritage skills.

Smedley’s Hydro has been part of Derbyshire County Council’s story for decades, and we’re committed to ensuring it continues to play a meaningful role in the life of Matlock and the county.
“This decision allows us to move forward with confidence. We want to see Smedley’s Hydro preserved and reused in a way that benefits local people, supports the economy and honours its heritage.”
The approved proposals will see the building sensitively restored, safeguarding its historic and architectural features while enabling it to be brought back into active use.
We have worked closely with partners throughout the planning process to develop a scheme that meets planning requirements and respects the building’s significance, while also unlocking opportunities for investment and wider economic benefits for the county and Matlock.
The development will now move forward in line with the conditions set out by Derbyshire Dales District Council, with further details to be confirmed as plans progress.
