We are seeking to lease out premises at Woodville Teachers and Youth Centre for early years provision and are inviting expressions of interest from experienced early years providers who are committed to developing community-focused early years provision for children up to the age of 5 years.
In particular, in order to meet our statutory duty to ensure sufficient free entitlement places for 2, 3 and 4-year-olds, we are seeking a tenant who can offer standalone free entitlement places in a very flexible way which would incur no additional cost to parents above that allowed in the government's statutory guidance.
We are looking for providers who can demonstrate a strong track record in:
- high quality, flexible and affordable early years and childcare provision
- effective and sustainable management
It is proposed that the lease agreement would run from 1 April 2023 for 10 years with an initial 2 week rent free period with the lease being outside the Landlord and Tenant Act 1954.
The accommodation is a single storey 1,545.70 square feet (143.60 square metres) twin classroom property. Included within the agreement would be use of an adjacent single garage for storage and a large secure asphalt playground to the rear of the accommodation.
The initial rent to be £7,750 per annum (£645.83 per month payable in advance) with a review to Open Market Rental Value (OMRV) at the fifth anniversary. There is also to be a mutual break clause at the fifth anniversary.
In addition to the rent there will be an apportioned service charge to cover gas, electricity, and water usage which for 2023-24 will be £1,981.74 per annum (£165.14 per month payable in advance, with an end-of-year accounting review settlement for any outstanding balance).
Business rates, maintenance, repair, and statutory compliance of the pre-school building to be the responsibility of the tenant. Legal and surveyors' costs £1,500.
The deadline for expressions of interest is 10 February 2023.
