How the leaving care service works

We've consulted with children in care and care leavers about the quality of the care leaving service we offer and how we help you get ready for adulthood.


You told us that some things we did well, but some things not so well. We also looked at how we deliver this service. We've listened to you, staff from Derbyshire children's services and Barnardo's and we've decided to make some changes to help improve outcomes for you. Therefore, we are going to:

  • better help you prepare for living independently
  • ensure you have a clear offer of education, training or employment
  • improve the way in which we support you to learn to manage your finances better
  • help you to improve your physical and emotional health

We're going to do this as follows.

Allocate you a leaving care worker on your 16th birthday

They'll work closely with your allocated social worker, get to know you well before you leave care and stay with you afterwards.

Make sure that you have a meaningful Pathway Plan

This will set out your goals and aspirations alongside where you'll live and what financial support you may need as an adult.

The leaving care service is now delivered directly by us

From 1 July 2019 we are delivering the leaving care service. We believe this will give you a more joined up service, which is what you asked for. We also agree this would be better for you.

As we develop the service, we want you to help us shape how this service will be. To do this, we'll attend both the children in care and care leavers' councils, hold focus groups throughout the county where you can have your say and run online surveys. We'll also ask you how you want to be consulted and involved. You've already helped us name the service and come up with ideas such as freephone office numbers which are now available.

Care leaver offer

The Local Offer for care leavers, attached to this page, describes the support available for children in care aged 16 plus and for care leavers. Care leavers were consulted as part of developing it and it's been agreed by Derbyshire children's services senior management team and the Corporate Parenting Board, chaired by Councillor Alex Dale. We'll review it in January 2020.

Care leavers' financial entitlements

The financial entitlements policy has been designed with care leavers in Derbyshire and aims to set out what financial support Derbyshire care leavers are entitled to and could receive from us. Many of the allowances have been available for some years, but this new policy makes them clearer and starts from 1 March 2019. The policy will be reviewed in January 2020.

Education and employment support

We'll support you as well as possible, to access training and employment. Options include:

  • information and advice on education, training and employment
  • work experience placements
  • internships for those with limited chances due to lack of qualification or experience
  • apprenticeships
  • annual ‘It's your Future’ careers fair
  • budget for help with driving lessons
  • help with equipment and travel expenses
  • we will build relationships with employers to give you opportunities
