School admission arrangements 2022 to 2023

The admission arrangements for maintained schools in Derbyshire have been determined for the 2022 to 2023 school year.


Admission arrangements for community and voluntary controlled schools 2022/2023

There are no changes to the general admission arrangements for community and controlled schools in Derbyshire other than:

  • changes to key dates in the admissions process for 2022/2023 which are set out in the co-ordinated scheme
  • changes to a number of published admission numbers

Changes to published admission numbers

There are changes to the school Published Admission Numbers (PANs) listed.

Reductions:

  • Arkwright primary School 17 to 15 school organisation review
  • Fairfield Endowed CE VC Junior School 88 to 60 review of accommodation


Increases:

  • Glossopdale School 200 to 240 additional accommodation
  • Stanton Primary School 15 to 30 additional accommodation
  • Etwall Primary School 40 to 45 additional accommodation
  • Coton-in-the-Elms CE VC Primary School 20 to 25 additional accommodation
  • Hasland Hall Secondary School 172 to 180 – review of accommodation

All other PANs remain as published in the 2021/2022 arrangements.

All of these changes are in line with revised net capacity assessments.

Changes to normal area

A new free school, Clover Leys Spencer Academy, is currently in development to serve phases 1 and 2 of the Boulton Moor residential development. The area, whilst in Derbyshire, is not currently served by a Derbyshire primary school. At secondary level the development will be served by Noel Baker Academy, a school within Derby.

Clover Leys Spencer Academy is due to open in September 2021 but the new arrangements are proposed from 2022 to ensure that provision is available if the delivery of the school is delayed. Co-ordinated admissions arrangements will be in place from 2022.

In other respects the admission arrangements for community and controlled schools are unchanged from those published for 2021/2022.

There are no changes to the fair access protocols which reflect the most recent Department for Education (DfE) advice and other national and local changes such as:

Objections must include the name and address of the person or body making the objection.

Objections that may not be referred to the adjudicator

  1. An objection which in substance seeks an alteration to admission arrangements for a grammar school, which by virtue of section 104(4) may only be made in accordance with sections 105 (c) to 109 (d) (altering the school's admission arrangements so that it no longer has selective admission arrangements).
  2. An objection which in substance seeks an alteration to admission arrangements for a selective academy so as to remove selection, which by virtue of its academy; arrangements may only be made in accordance with those academy arrangements.
  3. An objection that the admission number has not been changed or has been increased for:
    1. Any school whose admission authority is not the local authority.
    2. An academy.
  4. An objection in respect of an increase or no change to the admission number for a community or voluntary controlled school other than an objection by the governing body of that school.
  5. An objection to an agreement that the admission arrangements for an academy may vary from the School Admissions Code.

Where the adjudicator has determined an objection to the admission arrangements of a school or academy, no objection may be referred to the adjudicator raising the same or substantially the same issues in relation to those admission arrangements within two years of the decision by the adjudicator.
