Foundation learning

Foundation learning provides flexible learning programmes for young people and adults at entry level and level 1.

Foundation learning programmes combine subject or vocational learning with functional skills and personal and social development. They provide learners with choice and the opportunity to specialise − and a clear path towards level 2 qualifications or other goals.

Plans to introduce foundation learning are set out in the 14-19 Foundation Learning Plan. It will inform the 14-19 plan and subsequent commissioning priorities.

The priorities identified within this strategy underpin those identified in the Children and Young People's Plan.

This strategy takes account of other plans relating to curriculum development and acknowledges the need for a joined-up approach across specific activities within apprenticeship and diploma developments.
