What this consultation is about
A statutory proposal to transfer the Erewash Key Stage 3 Pupil Referral Unit from the Derbyshire Support Centre Site on Brookside Road, Breadsall onto the ex Ormiston Ilkeston Enterprise Academy Site, Bennerley Avenue, Ilkeston.
Information about the prescribed alteration
The proposal is to relocate the Erewash KS3 Pupil Referral Unit (PRU) based on the site of the Derbyshire Support Centre, Brookside Road, Breadsall to the ex Ormiston Ilkeston Enterprise Academy site, now taken back into our control, at Bennerley Avenue Ilkeston, a distance of 9.4 miles away. A feasibility study has concluded that one block could be remodelled and refurbished to provide a suitable home for the PRU and two other children and younger adults services.
The new location within Ilkeston will be more accessible for the young people using the service than the current location on the western edge of the Erewash area and as such there will be cost savings on transport. The children on roll at the PRU will travel a shorter distance to the proposed location, an average of five miles, as opposed to seven miles currently.
There will be no change to the number of children on roll at the PRU and no change to the number of staff employed.
Information about a second proposal
There is also a second proposal which is linked to this first proposal, but is not a Prescribed Alteration, which is to transfer Breadsall Primary School from the site at Moor Road Breadsall into the one storey building which will be vacated by the PRU on Brookside Road, Breadsall, a distance of 0.3 miles.
Breadsall Primary School has well documented problems associated with the deteriorating condition of the buildings and has a lack of outdoor hard play and no playing field.
The two and three storey office blocks on the Derbyshire Support Centre site on Brookside Road would be demolished. The ex PRU one storey building would be remodelled, refurbished and a small extension added to provide appropriate teaching and administrative accommodation. The new school would have a site with appropriate hard play areas and a playing field.
Both proposals would involve expenditure for remodelling and refurbishing the two buildings receiving the PRU and Breadsall Primary School. There would also be income from proposed capital receipts from sale of land for new housing at both Brookside Road in Breadsall and the footprint of the remainder of the ex-secondary school buildings at Bennerley Avenue, the latter being subject to an application for disposal to the Secretary of State. The playing fields at Bennerley Avenue will be retained for community use. The proposed capital receipts would not equal the capital expenditure and therefore additional capital would be sought from us.
There will not be any detrimental effects on any other local schools or educational institutions as a result of either of these two proposals.
Dependent on the outcome of this consultation, a subsequent business case will be presented to Cabinet seeking approval for these capital works.
