Procurement Connection - Protocol 7 (B)

Protocol 7 (B) should be used for expenditure between £1,000 and £50,000

Protocol 7(B) should be used to procure where we do not have an established purchasing arrangement (such as a contract or framework) for the goods, services of works required.

Spend type

Protocol 7 (B) should be used for expenditure between £1,000 and £50,000.

Process required is a minimum of 3 written quotations are required from suitably qualified sources.

A quotation can be sought either through an internet search, saved screen shot or by any other identifiable documented source.

Minimum advertising required

Three confirmed quotations from suitably qualified sources.

Contracting requirements

A SAP order must be raised.

Award of contract

No formal award is required. Authorisation to award or purchase is strategic director level through the scheme of delegation.

Notification of supplier

Formal notification in writing.

Publication of award

For any spend or contract award of £25,000 or above we're required to publish a contract award notice, in line with the Local Government Transparency Code, on its Central Contracts Register which can be accessed via our Pro Contract system.

If you do not have access to this system please complete the award notice form and the procurement support team will ensure the notification is published in line with regulations and will also ensure our contracts register is kept up to date.

The award must be published on:

  • Find a Tender Service (FTS) (if above the relevant threshold)
  • Source Derbyshire (over £25,000)
  • Contracts Finder (via the ProContract/Due North portal)
  • departmental contract database
