Transport policy and planning

The Local Transport Plan is a strategic five-year planning document for transport. It provides a framework to co-ordinate the local delivery of integrated transport and seeks to improve our transport system and the quality of people’s lives. 

Local Transport Plans were first introduced in 2000 and the first ones expired in March 2006.

New Local Transport Plans have been published covering the period April 2006 to March 2011.

There are two Local Transport Plans in Derbyshire. The Derbyshire Local Transport Plan covers most of the county. The second plan is the Derby Joint Local Transport Plan, which includes the whole of Derby and those parts of the county adjoining the city boundary.

Both plans have been assessed by the Department for Transport and rated as Excellent Plans. The implementation of the first plans (2001 to 2006) were also rated as excellent. This means that each plan, for years 2007/08 to 2010/11, receives additional funding.

The final versions of the new plans were developed from provisional versions published in July 2005. Their evolution from provisional to final versions has used comments gathered during a public consultation in autumn 2005. 

A new European requirement for the second Local Transport Plans is to undertake an assessment of the plans effects on the environment. This has been examined throughout the development of the Local Transport Plans and the findings are described within an Environmental Statement for each plan.

Derbyshire Local Transport Plan 

The outcome of the public consultation showed widespread support for the priorities and strategies within the Provisional Derbyshire Local Transport Plan.

Since this consultation the final plan has been developed with a continued focus on the six elements of quality local transport planning – context, analysis, maximising value from resources, involvement, performance management and priorities.

At the heart of the Derbyshire Local Transport Plan are five strategies. These are based on the four shared priorities between Central and Local Government, local priorities and wider quality of life issues. These are:

  • Efficient maintenance and management
  • emproving local accessibility and healthy travel choices
  • safer roads and communities
  • reduced congestion and a strong local economy
  • better air quality and environment.                    

First Local Transport Plans (2001-2006)
Implementation of the first Local Transport Plans ceased at the end of March 2006. The success of the plans implementation has been assessed and the findings published in Local Transport Plan 1 Delivery Reports in July 2006. The Derbyshire Local Transport Plan Delivery Report can be viewed below.
