Derbyshire Children and Young People's Trust

The Trust brings together all services for children and young people in Derbyshire to focus on improving outcomes for all children and young people. This is a requirement of the Children Act 2004 introduced following the tragic death of Victoria Climbie.


The county council − through its Director of Children's Services and Lead Members for Children's Services − leads the Derbyshire Children and Young People's Trust.

All publicly funded services for children aged 0-19 years are included in our Trust arrangements, including strategic health authorities, primary care trusts (PCTs), police authorities, local probation boards, youth offending teams, district councils, schools, colleges and third sector organisations, as well as other local authority services like adult social care and housing.

The Children and Young People's Trust Board, chaired by Cllr Barry Lewis, is the driving force behind the partnership arrangements to ensure improved services for children, young people and families. Working in partnership with children and their families the Board provides strategic direction for children's services and is helping to improve joint working between agencies.

The Board includes representatives from the youth council.

The role of the trust board is to:-

  • Provide leadership to ensure that services work in partnership to identify needs, and jointly plan, deliver and evaluate services

  • Consult with children, young people and their families and respond to their needs

  • Allocate resources

  • Monitor progress against priorities and targets identified in the Children and Young People's Plan (see below) and take appropriate action where these are not being met

  • Be accountable for the outcomes of the plan

  • Commission a broad range of services from providers in the statutory, community, voluntary and private sectors.
