In 2004 the Planning and Compulsory Purchase Act introduced a new planning system. The new system is being phased in so that the old and new systems can operate together until 2007.
The new plans
The Regional Spatial Strategy, which is being prepared by the East Midlands Regional Assembly. The Regional Spatial Strategy will set out a broad strategy of how the region should look up to 2026.
Local Development Frameworks will be folders of local development documents jointly prepared by the county and city councils for minerals and waste matters, Derby City Council, borough and district councils and the Peak District National Park Authority for other planning matters in their areas.
Each local development framework will include a Statement of Community Involvement (SCI). This will show how and when the county intends to consult local communities and others when preparing local development documents.
The SCI encourages the involvement at the earliest stage of each document’s development so that communities are given the fullest opportunity to participate in plan-making and to make a difference.
The SCI promotes open access to information, actively encourages the contribution of ideas and representations from the local community and provides regular and timely feedback on progress.
The county council is responsible for preparing the Minerals and Waste Development Framework which will comprise documents setting out planning policies for future minerals and waste development in Derbyshire outside the Peak District National Park.
One element of the new system requires the county ouncil to prepare a Minerals and Waste Development Scheme which sets out the programme for the preparation of the various planning documents.
