The Derbyshire Early Years Special Educational Needs Panel is a multi agency group. It determines access to the full range of placements and services for pre-school children with more severe and/or complex special educational needs.
It aims to:
support the early identification of Special Educational Needs and disabilities
ensure that children’s needs are identified and assessed quickly and matched by appropriate provision.
monitor children’s progress at regular intervals to ensure that provision continues to be appropriate to the child’s identified needs.
co-ordinate provision through the development of close partnerships between parents, us, health and the private and voluntary sector
support inclusion in mainstream early years settings wherever possible and in line with parental wishes.
The panel meets every two weeks during term time at County Hall, Matlock.
The panel consists of representatives from the following agencies:
Support Service For Pre-school Children with Special Educational Needs (SSPSCSEN)
Support Service for Children with Physical Impairment (SSPI)
Support Service for Children who are Deaf or Hearing Impaired (SSD and HI)
Disability Inclusion Team
Speech and Language Therapy
Health Visitors
Consultant Paediatricians
District Managers 0-11 (in rotation)

Referral to the Disability Inclusion Team
Placement at diagnostic and assessment nursery or a nursery enhanced school
Early intervention support for children aged three and four through Temporary Additional Pupil Funding (TAPS) in non-maintained settings
If the information submitted to the panel by the referrer is insufficient, it is not always possible to make a decision immediately. Where necessary, additional information is sought from the referrer and, if parental consent has been obtained, from other agencies.
