Consultation toolkit
We are committed to ensuring consultation is accessible to all, therefore a combination of consultation methods should be used to capture the views of as many target audiences as possible, including those "hard to reach".As part of the Consultation Strategy the toolkit gives practical information, stage-by-stage advice, and a range of contacts and networks that can help you to make your consultation effective and inclusive.
It is based around the community engagement process of:

- devolving decision-making
- supporting community action.
It also sets out the core skills of:
- planning
- facilitation and
- diversity and equality.
used in community engagement.
The toolkit offers guidance, not instruction.
