The Quality Assessment Framework (QAF) sets the standards expected in the delivery of Supporting People services.
The QAF has two principal purposes:
The QAF is made up of seven core objectives and eleven supplementary objectives. The seven core objectives are based around the following:
C1.1 - Assessments of needs and risks are carried out for all service users.
C1.2 - Service users have up-to-date support plans in place.
C1.3 - The security, health and safety of all service users and staff are protected.
C1.4 - Service users have the right to be protected from abuse.
C1.5 - There is a commitment to the values of diversity and inclusion.
C1.6 - Users, carers and other stakeholders are made aware of complaints procedures and how to use them.
C1.7 - Service users are consulted about the services provided and are offered opportunities to be involved in their running.
Service performance is assessed by means of examining evidence of the ways in which services are provided and then awarding a performance level against each of the objectives. There are four possible levels:
A - Denotes excellence and is associated with service providers striving to be leaders in their field.
B - Denotes good practice and services at this level should be working towards achieving level A.
C - Means that the service meets the required minimum standard but there is scope for improvement.
D - Means that the service is failing to meet the minimum quality standard.
