Registration and inspection of homes

Care homes for older people and care homes for younger adults are subject to registration and inspection by the Commission for Social Care Inspection (CSCI).

The CSCI has eight regional offices with a network of local area offices around the country. Before a home can be registered, the CSCI must be satisfied that:

  • the proprietor and the person in charge of the home are suitable people
  • the building is fit to be used as a care home
  • the staffing, services and facilities to be provided are of a sufficiently high standard
  • care homes can offer nursing care to people if they have been registered to provide this facility, in addition to the provision of residential care.  

The CSCI carries out inspections based on the requirement for care homes to comply with a set of national minimum standards, which are the core requirements which apply to all care homes that provide accommodation, nursing and personal care for older people and younger adults.

The national minimum standards acknowledge the unique and complex needs of individuals and the additional specific knowledge, skills and facilities required, in order for a care home to deliver a person centred service.

All care homes are inspected to ensure they continue to meet the requirements of the national minimum standards. The CSCI has the power to carry out unannounced visits, which may also be out-of-hours.

The report prepared on the establishment as a result of a visit, is an open document which should be available within the home. Copies can also be obtained from the CSCI offices.

You are advised to read the inspection report if you, or a friend or relative are thinking of using a particular home. The report will provide you with information which will assist you in making a decision about whether you would like to live there.
