Blue badge scheme

We run the "Blue Badge Scheme" (formerly orange badge scheme) on behalf of, and in line with, the Department for Transport's regulations.


As of 1 January 2012 the Government will introduce some changes to the scheme as part of the Blue Badge Reform Programme. The changes include:

  • we will still process Blue Badge applications, however, we will no longer produce the badges

  • the introduction of a new anti fraud Blue Badge design which will be produced by Payne Security

  • the creation of a National Blue Badge Database

  • there will be a charge of £10 for each successful application

The scheme provides a national arrangement of parking concessions for people with severe walking difficulties who either travel as drivers or passengers.

The scheme allows badge holders to park close to their destination and also applies to:

  • registered blind people

  • people who drive regularly and have a severe disability in both arms and are unable to operate

  • people who have considerable difficulty in operating all or some types of parking meter

  • people who receive Higher Rate Mobility component of the Disability Living Allowance

  • people who receive the War Pensioners Mobility Supplement

  • people who receive a benefit under the Armed Forces and Reserve Forces Compensation Scheme

Organisations who care for disabled people can apply for organisational badges, which provide the same parking concessions as an individual badge.
